How Ontario's iGaming market is set up

Since April 2022, legal online casino and sportsbook play in Ontario runs through a registered market. The AGCO is the regulator, and iGaming Ontario is the entity operators contract with to offer real-money games to Ontarians. Only registered operators may market and take play in the province, which is what separates it from the offshore casinos available elsewhere in Canada.

Oshi has been online since 2015 as an offshore operator, but it is not on the iGaming Ontario register. Whatever licence it trades under is also disputed across review sites - some cite the Tobique Gaming Commission (#0000002) under Novatrix SRL, others Curacao - and none of those is an Ontario registration.
